In the wake of Congress’ approval of a $33bn package to support Ukraine, he published this interesting article comparing the Ukraine package with the 1941 US Lend-Lease Act - the one that set the stage for the US to engage directly in the global war theatre.

Talking about the US help to Ukraine, Tooze notes: “If Russia has chosen to smash itself on the rock of Ukraine, if Ukraine is willing to fight, so be it.”
